COMBINE 501c4 trade association dues and political committee contribution

COMBINE lobbies the Colorado state legislature to improve conditions and increase diversity, competence, and sustainability for the Medicaid mental healthcare workforce.  COMBINE expenses are primarily lobbying contracts and website and other administrative expenses. Financial statements are available.  Spending and political contributions are decided by the Board of Directors (501c4 spending) and the Legislative Committee (Small Donor Political Committee spending).  Because of federal rules governing 501c4 political spending, contributions to the organization are not deductible for federal income tax purposes as charitable contributions.  A proporation of contributions may be considered business expenses, determined by the percentage of COMBINE's political spending annually.  Donors will be informed of the percentage annually, in January. 

COMBINE reports small donor political committee contributions and expenses quarterly to the Colorado Secretary of State as required by law. The first $50 of each contribution is apportioned to the small donor political committee.  Political committees are required to report the name and occupation of the contributor to the Colorado Secretary of State, which is a public record.
